PRD cities set up overseas agencies to boost innovation cooperation     03/17/2017 09:46

On March 11, local time, a city promo video of Guangzhou named "Guangzhou, Flower City in Bloom" started displaying on the "China Screen" at New York Time Square.

On March 14, Guangzhou sets up the overseas agencies at Silicon Valley and Boston, America to build a bridge on exchanges and cooperation on technological innovation, scientists, and scientific projects. Also, other Pearl River Delta (PRD) cities such as Donguan, Foshan take their measures to lure international innovation elements.

"The offices will connect with the local science and technology institutions, enterprises and government departments of Boston and Silicon Valley. This is a substantive step taken by Guangzhou to become an international hub for scientific and technological innovation." said Cai Chaolin, Vice Mayor of Guangzhou.

Actually, Dongguan has already set up the overseas agencies for talents recruitment at Silicon Valley and London in 2013. “It is excited to see the combination of technology from Silicon Valley and manufacturing from Dongguan,”said Jack McCauley, a co-founder and Chief Engineer at Oculus VR, an innovative enterprise at Silicon Valley. Jack thinks highly of Dongguan’s full equipped production line and sufficient workers.

Besides, Dongguan has made a five-year plan for science and technology development, claiming to become an innovation center in South China for scientific and technological industries with over 3,000 national high-tech enterprises.

Zhuhai has issued a plan for setting up overseas economy and trade offices. It is to strengthen direct communication with western countries as well as countries and regions along the Belt and Road.

Zhuhai will gradually open offices in countries like Israel, the United Arab Emirates and Australia. The offices will integrate the services provided by current overseas organizations of Zhuhai as well as the overseas trade offices of the Hengqin New Area.

Innovation experience and projects brought from developed countries

According to Bai Ming, deputy director of the Ministry of Commerce of the International Market Research Institute, PRD cities’ establishment of overseas agencies helps to promote local industries’ connection with foreign innovation sources as well as boost Guangdong’s innovation-driven development.

Similarly, Huizhou set up its overseas talents recruitment agencies at Silicon Valley, Paris and Toronto in December, 2016. It is the first time for Huizhou to set up such overseas agencies for a better match of talents and enterprises. In addition, it established overseas incubators in Boston and Cologne to attract innovation projects such as the UAV project from Germany’s University Siegen.

As a large manufacturing city, Foshan has a deep exchange in industry and talents with German since 2015. Senior Experten Service (SES), the Foundation of German Industry for International Cooperation set up its first agency in China at Nanhai District, Foshan in 2015.

Currently, Nanhai enterprises can enjoy a three to six weeks free guidance of scientific research, technology and management with the help of experienced Germany engineers through the application to SES. “SES will provide experts to support Nanhai develop high-end equipment manufacturing industry,’ said a supervisor of SES in China.
